This article is entitled the "Collier County Water and Wastewater Utilities Regulatory
Ordinance." All proceedings relating to utilities which are regulated by this article
in which substantial interests of a party thereto will or may be determined, shall
be conducted in compliance with the provisions of this article, rules of the board,
and rules of the Collier County Water and Sewer Authority, all of which shall be construed
to promote just, speedy, and inexpensive determination of each issue.
