§ 22-230. Rules of construction.

  • For purposes of administration and enforcement of this Housing Code, unless otherwise stated in this ordinance, the following rules of construction shall apply:

    1.

    The word "shall" is always mandatory and not discretionary and the word "may" is permissive.

    2.

    Words used in the present tense shall include the plural future; and words used in the singular shall include the plural and the plural singular, unless the context clearly indicates the contrary; use of the masculine gender shall include the feminine gender.

    3.

    The word "includes" shall not limit a term to the specific example but is intended to extend its meaning to all other instances or circumstances of like kind or character.

    4.

    Whenever the words "structure", "building", "dwelling unit", or "premises" are used in this Ordinance, they shall be construed as though they were followed by the words "or any parts thereof".
