The Board of County Commissioners of Collier County, Florida, after a public hearing
with due public notice, has determined that the public health, safety, comfort, good
order, convenience, and general welfare would best be served by the exercise of the
power granted to said board by said Chapter 125, Florida Statutes, and the adoption
of this article.
