§ 38-1. Purpose and intent.

  • It is the intent of Collier County (county) to establish, prior to a storm or emergency, a post-disaster recovery task force which, under the direction of the county manager, will oversee the recovery and reconstruction process and will coordinate with the municipalities within the county and with the constitutional officers of the county, county efforts to identify opportunities to mitigate future damages through the management of recovery and reconstruction. To further this intent, the county will make every effort to develop its capacity to identify and coordinate various post-disaster recovery and reconstruction resources while, at the same time, ensuring maximum local control over the recovery and reconstruction process. Following a disaster, sufficient time shall be provided to conduct damage assessments, classify and categorize individual structural damage, and evaluate the effectiveness and enforcement of the existing building code. It is further the intent of the county to allow rebuilding and reconstruction in a safe and orderly manner by controlling the issuance of building permits, development orders, and site development plans in order to manage the location, timing, and sequence of reconstruction and repair while mitigating against future hazards.
