The board of county commissioners shall regulate and control all ground and surface
water, including the use of such water, and the construction, alteration, maintenance
and operation of all water wells, dams, impoundments, reservoirs, appurtenant works
and works within the county, unless specifically exempted from regulation or control
by general law or special act.
