In exercising its powers, boards of zoning appeals or the governing body may, in conformity
with the provisions of this Act and the zoning ordinance, reverse or affirm, wholly
or partly, or may modify the administrative order, requirement, decision or determination
made by an administrative official in the enforcement of any zoning ordinance or regulation
adopted pursuant to this Act, and appealed from, and may make such administrative
order, requirement, decision or determination as ought to be made, and to that end
shall have all the powers of the officer from whom the administrative appeal is taken.
