In addition to the powers of the district under F.S. Ch. 298 and other general laws,
the district shall have the power to construct, finance and maintain roads for ingress
and egress to lands within the district, and to acquire, construct and maintain pumping
stations, water control facilities, levees, ponds, lakes and other facilities for
the retention of water. All power and authority of the district shall extend and apply
to the district as a whole and to each unit of improvement as from time to time created.
