§ 6.02.05. Park and Recreation Facility Level of Service Requirements

A.

The LOS for capital park and recreation facilities means 2.9412 acres per 1,000 persons for regional park land; 1.2882 acres per 1,000 persons for community park land; and $270.00 of capital investment per capita (at current cost) for recreational facilities.

B.

Determination of public facility adequacy for park and recreation facilities shall be based on the following:

1.

The required public facilities are in place at the time a final site development plan , final subdivision plat, or building permit is issued.

2.

The required public facilities are under construction at the time a final site development plan , final subdivision plat, or building permit is issued.

3.

The required public facilities are the subject of a binding contract executed for the construction of those public facilities that provides for the commencement of actual construction within 1 year of issuance of a final site development plan , final subdivision plat, or building permit.

4.

The required public facilities are guaranteed in an enforceable development agreement that includes the provisions of subsections 6.02.05 B.1., 6.02.05 B.2., and 6.02.05 B.3.
